You need a permit to use a van or large trailer to use a household recycling and waste centre (HWRC) in Hull. Permits are free but restricted to 12 visits per household, per year. All permits are now issued electronically, and you will need to book a slot.
You need a permit for all commercial vehicles, including -
- vans less than 3.5 tonnes
- pickups
- trailers greater than 6 foot by 4 foot in size or with more than a single axle
Eligibility
You may be eligible for a permit under the following conditions -
- you live in the city and pay your council tax to Hull City Council
- you will be bringing your own domestic waste from the household you live in
- you are the only person that has applied for permits for your vehicle
- you are willing to have an inspector visit your household if needed. This is to verify the waste you intend to deposit
Circumstances when permits are refused
- if your vehicle has been issued with other permits at another address in Hull or the East Riding
- if there is already another vehicle registered for a permit at your address.
- If you own 2 or more vans, you can only have permits for one
- if it is less than 12 months since your previous permits were issued
- if you miss a slot and fail to cancel
- permits are only for your home address, permits will not be issued to commercial addresses such as shops
- landlords are not entitled to permits
- if you intend to dispose of trade waste
- if your vehicle is too large for the site

Changes
If you have changed your vehicle, address or want to cancel or amend a slot you have booked, notify us (link opens in a new window).
Permits will not be replaced if you fail to attend and do not cancel the slot booked. You can cancel or change the appointment slot up to 30 minutes prior. Slots can be booked up to a day in advance.

- the resident's pass or alternative proof of address - for example, a driving licence or utility bill

users may not use it.

Visiting the Household Waste Recycling Centres once
If a resident with no permits is requesting to use the household recycling sites once and has a genuine need to visit as soon as possible, they need to complete a declaration form at the site. Their vehicle registration will be taken. They will be issued a letter stating that if they want to use the site again, they will need permits.
Motor homes
As motor homes are not commercial, they do not need a permit. They must be used as a motor home that is not stripped of contents and must weigh less than 3.5 tonnes.
