Street work permits granted by us
The Street Works Permit Scheme is a way of planning and co-ordinating street works on highway networks.
A Street Work Permit is issued to a utility or telecommunications company. This grants permission to take temporary control of a specific stretch of the highway. It is to let them carry out their work. The permit makes sure that traffic management measures are in place. It makes sure works do not clash with other activities on the highway.

It lets us impose the traffic controls it considers necessary. This is while works are being carried out.
Our highway inspectors track the quality of the road works. They ensure repairs and reinstatements are carried out to an acceptable standard.
Utility and telecommunications companies and their contractors need to comply with legislation and codes of practice. They need to comply with those applicable to their own infrastructure whilst carrying out the works.
Creosote use is not prohibited in the UK. The legislation only applied to nonprofessional use. It can still be approved for use in commercial applications. This is where it is authorised for -

Under the EU Biocidal Products Regulation (BPR). BPR approvals place restrictions on the type of products and where creosote-treated wood can be used.
Many existing creosote product authorisations ended on 31 October 2023. Currently, creosote is authorised and approved for use in -
- telegraph or telecommunication poles
- railway sleepers
- highways
- animal fencing
- other defined applications where longevity is needed in the wood for safety purposes.
