A Public Spaces Protection Order (PSPO) is a tool introduced in 2014 under the Anti-Social Behaviour Crime and Police Act 2014.
We use PSPO powers, along side Humberside Police, to tackle antisocial behaviour in public spaces.
A PSPO is put in place to improve the quality of life in communities. It restricts or prohibits certain activities in public areas which could cause a negative impact to the community.
The East, West and North PSPO covers the following Wards -
- Drypool
- St Andrews and Dockland
- Newington and Gipsyville
- Avenue
- Brickell
- Central
- Orchard Park
- University
- Beverley and Newland
An extra prohibition covers what is called the safe entertainment zone within the city centre.

Within a PSPO area it is prohibited to -
- make any verbal, non-verbal or written request for money, donations, or goods so as to cause or likely cause antisocial behavior
- loiter, sit or lay on the floor, including doorways or around cash machines, in a manner causing or likely to cause antisocial behavior
- consume alcohol in any public place anywhere within the PSPO area, or be in possession of any open vessel containing or purporting to contain alcohol
Within the safer entertainment zone it is also prohibited to remain or return to the area within 48 hours after being requested to leave by an authorised officer, due to causing or likely to cause antisocial behavior within the PSPO area.
