Under our Street Works Permit Scheme, works promoters are now legally required to get a street works permit to work on the highway. This is before starting work.
Anyone intending to work on our highway will need a street works permit. The permit scheme applies to works on all publicly maintainable or adopted streets within Hull. This includes our internal works and our partners and utility works. The permit scheme does not include activities such as -
- private works Under Section 50 NRSWA
- scaffolding
- hoarding
- skips
which will continue under the existing arrangements.
We have the power to grant or refuse a permit, or to need the addition of any necessary conditions.
The objectives and benefits of the Hull Permit Scheme are to -
- reduce disruption on the road network
- improve overall network management
- reduce delays to the travelling public
- reduce costs to businesses caused by delays
- promote a safer environment
- reduce carbon emissions
- emergency works
We should be informed of any emergency works taking place on the network as soon as reasonably practical. In any event we should be informed within 2 hours of the work starting.

Street Works Permit Scheme Order 2020
We, the council, act as the Local Highway Authority. We approve the permit scheme referred to as ‘The Hull Permit Scheme’. In exercise of its power conferred by Section 33A (2) of the Traffic Management Act 2004, the Traffic Management Permit Scheme (England) (Amendment) Regulations 2015 and of all other enabling powers makes this Order.
The Council Permit Scheme came into effect on 1 April 2020.
