Hull City Council led on the production of a joint waste local plan. It covers Hull and the East Riding of Yorkshire.
It replaced the original joint waste local plan, which was adopted in November 2004. Production of the plan was needed to follow the requirements of the planning system. The system was brought in by the Planning and Compulsory Purchase Act 2004. It was also brought in later through government legislation and guidance. This now requires specific sites to be allocated for waste management use. This is rather than relying on criteria-based policies to deliver sites.
The joint waste local plan provides the planning framework. The framework is needed to make decisions on waste related planning applications.
The joint waste local plan -
- identifies specific sites suitable for waste management use
- provide policies against which waste management proposals on non-allocated sites will be judged
- protects sensitive environments from harmful waste management development
Early consultation on the joint waste local plan ran from 10 April to 22 May 2008. This was to discover any issues and options. During this time, people could view the document. They could comment on it using our online consultation system.
A consultation was undertaken between Tuesday 7 February and Friday 6 April 2012. This allowed changes since 2008 to be considered. These included falling rates of municipal waste arisings. It also included an increase in the rates of domestic recycling.
A sustainability appraisal (SA) is required as part of the plan-making process. It assesses the -
- economic
- social
- environmental
impacts of the joint waste local plan. This is to help ensure the plan's policies and proposals are as robust as possible. The production of an SA scoping report is the first stage in the SA process. It sets out a baseline for assessing the potential impacts arising from the joint plan as its production progresses. Consultation on the scope of the SA took place during 2012
