What you need to know before challenging your PCN
Blue badge holders are permitted to park their vehicle on either double or single yellow lines up to a maximum of 3 hours. The badge holder must ensure the -
- badge is clearly displayed
- time clock is set at the time of arrival
- vehicle is parked wholly on the road and not obstructing a footpath or verge
If you have a valid Blue Badge, we may consider your challenge if the badge -
- had fallen down
- was closed
- was face down
- was not put on display
You will need to provide a copy of both the front side and the rear photo side of the badge. Please make sure that the details on the badge are clearly visible.

We may consider your challenge if you were loading or unloading heavy goods from a vehicle, and you were away from the vehicle for a period of time because -
- you have parked as close as you can to the delivery location
- the items being delivered are delicate, difficult to move or extremely heavy
You will need to confirm -
- the weight of the items
- why there was no activity seen around the vehicle
- how long the task took to complete
- the reason it took so long to complete
- what the items were
- provide proof of the delivery, such as a delivery note

Yellow lines run from the centre of the carriageway to the building line and include any adjacent footpath or verge.

If your vehicle has broken down, you are expected to remain with your vehicle until you have arranged for recovery. If this is the case, we may consider your challenge.

- on the same day
- on the same street on the same day
- under the same contravention

- your vehicle registration number
- the KH reference number printed on the second Penalty Charge Notice that was issued

If you think that your vehicle has been cloned, you need to report this to the police as soon as possible.

You will need to provide us with evidence that you or your vehicle was not present when the Penalty Charge Notice was issued a -
- coloured photo showing the make and model of the vehicle
- colour photo showing the registration number of the vehicle
- police crime reference number relate to the cloning of your vehicle

It is not legally required that these lines always be in excellent condition, according to Regulation 11 of the Traffic Signs Regulations and General Directions. It is a matter of degree and fact. It is unrealistic to expect councils to repaint the lines every time utility work or road maintenance damage the surface of the road or cause little detours.
The true question is whether the condition or quality of the lines when parking makes it obvious to the driver that a restriction is in effect. For several reasons, lines can get faded and worn, but they are still legally binding if the driver is required to admit to themselves that, despite the flaw, the yellow lines are still visible.
We may take your challenge into consideration if you think the line conditions were so bad that you did not realise you were parking on lines.
You will need to provide photographic evidence of the lines where your vehicle was parked when the Penalty Charge Notice (PCN) was issued. The photos must -
- be in colour and clearly show the lines in question
- clearly show the surrounding area to prove that this is the same location where your vehicle was parked
