What you need to know before challenging your PCN
If you had a valid pay and display ticket which had either fallen off or had turned face down, we may consider your challenge.
You will need to provide a copy of the front of the pay and display ticket with all the details clearly visible including the expiry date and time.

If you have a valid Blue Badge, we may consider your challenge if the badge -
- had fallen
- was closed
- was face down
You will need to provide a copy of both the front side and the rear photo side of the badge. Make sure that the details on the badge are clearly visible.

All our machines have instructions for cashless payments using the MiPermit app. You must ensure before leaving your vehicle that payment has been made. Drivers must not leave their vehicle and pay for their duration sometime after.
If you tried to pay for your virtual ticket using the MiPermit cashless parking app and it wasn't working.
If drivers are having difficulty paying for their parking on MiPermit, there is the option to pay via cash. The driver must remain with the vehicle until payment has been made.

We may consider your challenge if you were loading or unloading heavy goods from a vehicle, and you were away from the vehicle for a period of time because -
- you have parked as close as you can to the delivery location
- the items being delivered are delicate, difficult to move or extremely heavy
You will need to confirm -
- the weight of the items
- why there was no activity seen around the vehicle
- how long the task took to complete
- the reason it took so long to complete
- what the items were
- proof of the delivery such as a delivery note

On all vehicular routes into the City Centre, you will pass a sign warning of the pay and display restriction. There is no legal requirement to have signs on every street in the city centre stating it is a Pay and Display zone.

If you have paid for a 'virtual' digital ticket using MiPermit and you were issued a Penalty Charge Notice (PCN), we may consider your challenge for the following reasons -
- in error paid for the wrong location
- input a single digit of the vehicles VRM incorrect
You will need to provide proof of your purchase for example, a screenshot of your purchase on the MiPermit application or a payment receipt.

If you think that your vehicle has been cloned, you need to report this to the police as soon as possible.

- coloured photo showing the make and model of the vehicle
- colour photo showing the registration number of the vehicle
- police crime reference number relate to the cloning of your vehicle
