Council Tax reduction for severely mentally impaired

There is a reduction in your Council Tax if someone aged 18 or over who lives with you is mentally disabled and not counted for Council Tax purposes.

The Council Tax rules say they must have a ‘severe impairment of intelligence and social functioning (however caused) which appears to be permanent’.

You will get a 25% reduction unless there are two adults living in the property who are counted for Council Tax purposes.

If all people living in the property are considered severely mentally impaired, a full exemption applies.

To qualify for a reduction, the person must be over 18 and entitled to one of the benefits types specified on the application form

Unless the claim is for someone of pension age, you will need to provide proof of the benefit entitlement such as an award letter. You can take a picture of the document and upload it (opens in new window). Documents can only be sent in JPEG or PNG.

You will also need to supply details of your doctor. We will then contact your doctor to obtain a medical certificate. This may take several weeks depending on the workload of your doctor.
