I have been contacted by an enforcement agent and wish to appeal
It is now too late to appeal your penalty charge notice. You must make an application to the traffic enforcement centre to file a late statutory declaration under the below circumstances -
- you did not receive a notice to owner
- you returned a notice to owner to us contesting the penalty charge notice but received no reply
- having returned the notice to owner, we rejected your appeal and you appealed to the Traffic Penalty Tribunal but received no reply.

I have received a court order and wish to dispute the penalty charge notice
Under normal circumstances, you must read the court papers carefully.
You can make a statutory declaration if the grounds shown in the court papers apply.
These are very specific and are -
- you did not receive a notice to owner
- you returned a notice to owner contesting the penalty charge notice but received no response
- having returned the notice to owner the council rejected your appeal and you appealed to the traffic penalty tribunal but received no reply
