Houses in Multiple Occupation
On 9 October 2013, a direction was made under Article 4(1) of the Town and Country Planning (General Permitted Development) Order 1995, as amended.
The direction removes permitted development consisting of a change of use of a building to a use falling within Class C4 (houses in multiple occupation), of the Schedule to the Town and country Planning (Use Classes) Order 1987 from a use falling within Class C3 (dwelling houses) of that Schedule.
Planning permission will therefore be required for change of use from Class C3 to Class C4.
The Article 4 direction applies to a specific area being land in part of -
- the Avenues
- Pearson Park
- Newland
- Newland Park
- Inglemire
- Beverley Road
areas.
A further direction under Article 4(1) of the Town and country Planning (General Permitted Development) Order 1995 as amended has been made to include specific additional areas within the city including -
- Beverley Road (south) and Spring Bank
- Anlaby Road through to Hessle Road (Newington and St Andrews) area
- Holderness Road corridor west of Maybury Road
The Article 4 Direction concerning small HMO's became effective on 8th August 2019. The Article 4 Direction was subsequently confirmed by the Council at its meeting on the 16 January 2020.
The Secretary of State has been notified of the further Directions.
