Being on the Local Heritage List
Being on the Local List does not currently introduce any extra planning constraints. If a planning or advertising consent application is submitted for the entry, it should be determined with national and local planning policies for non-designated heritage assets. Within the Hull Local Plan part 2 of Policy 16, Heritage Considerations advises that -
- development affecting non-designated heritage assets must prove it has taken account of the interest of the asset. Development which would result in harm to, or the loss of a non-designated heritage asset must show that -
- it would not be economically viable for the asset to be retained, and that harm could not be avoided
- the economic or community benefits of the proposed development outweigh its loss
If a Local List entry is in within a conservation area, it would be subject to extra planning controls to do with this designation. A local listed entry is likely to be considered a key building to a conservation area. Relevant national and local planning policies would apply for development impacting upon it.
Public consultation is in process to introduce extra planning constraints for entries on the list.
A survey of the Local List was competed in May 2023 and a report on its status agreed by Planning Committee. This identified that 204 entries were retained on the Local List. You can also view a list of the current entries and on the council’s mapping system.
