Adding locally listed buildings and sites to the List
Recent changes
The May 2023 Planning Committee approved that Archaeological Sites can be added to the Local List. The committee also approved new nominations onto the Local List -
- 23 buildings and sites
- 34 archaeological sites
Details of these sites can be found on our local heritage list.
A notification and period of appeal is being completed for the proposed buildings and site. This is before their confirmation onto the list.
What can be added to the Local List
There are 3 types of heritage asset which can be added onto the Local List -
- bridges and structures
- sites - for example, parks and gardens or cemeteries
- archaeological sites
A Local List entry can be found in a conservation area. It cannot be nationally designated for example listed or scheduled.
Key considerations for inclusion on the list include -
- historic association with an individual or event associated with Hull’s heritage
- being of a special architectural design or a focal building
- representing a building or site relating to Hull’s industrial heritage
- the degree of the retention or intactness of the features of the site or building
- the condition of the proposed entry
- the contribution the site makes to the natural environment of the city
Entries made onto the Local List
Entries are made onto the list by 2 methods -
- public nominations – these are processed 2 times a year. You can download a nomination form
- as part of the review of conservation areas
A nomination will be assessed by the council’s Conservation Officer. A report will be prepared for Planning Committee. Elected members have delegated approval to approve or a decline an entry onto the list.
If any entry is added onto the list, a notification letter will be issued to the owner of the site or building. They will be given a 30-day period to appeal the entry. If an objection is raised, the matter will be returned to committee for consideration.
Proposed changes to the Local List
The May 2023 survey of the Local List found that current planning controls fail to prevent demolition of entries on the Local List. Or they do not prevent their loss for the reasons for their inclusion on the list.
Proposals are being prepared to introduce Article 4 Directions to need planning permission for works. These works could be, for example, demolition or external alteration of buildings on the list. You can find details of the public consultation for the adoption of these changes.
