How Local Plans and Neighbourhood Plans take into account flood risk

As the Local Planning Authority (LPA), we have prepared a Strategic Flood Risk Assessment (SFRA). The SFRA provides the detailed data of the extent of flood risk across the city. The data is evidenced by modelling. It also provides what would be expected in terms of flood resistance and resilience for all new development. The SFRA informs the policies for managing flood risk in Local Plans and Neighbourhood Plans.

SFRA’s assess the risk of flooding within the local area by -

  • providing evidence of flood risk from all sources, and the risk to and from surrounding areas
  • taking into account the impacts of climate change on future flood risk in the area
  • considering the impact that land use changes and development will have on flood risk
  • considering opportunities to reduce flood risk to existing communities and developments
  • taking account of all available evidence, such as Local Flood Risk Management Strategies
  • there are 2 levels of SFRA -
    • all LPAs must carry out a Level One assessment and apply the Sequential Test
    • it may be necessary to expand the scope of this assessment to a more detailed Level 2 assessment and an Exception Test. This is if the necessary development cannot be accommodated outside of the flood risk area

In Hull, most of the city is covered by a Level 2 assessment. This is because the majority of the city is within a flood risk area. The National Planning Policy Framework is not always applicable to planning applications in Hull. We have refined the flood zones in zone 3. We have produced Standing Advice to help developers incorporate flood risk management into their designs. The SFRA flood zones can be accessed here.
