Complain or compliment a taxi driver

We record all complaints and compliments about taxis. This is except where complainants are unwilling to provide their contact details and in the following circumstances -

If you witness any driving offences or receive -

  • abuse
  • threats
  • harassment

from a taxi driver, and you are not the passenger in the taxi or private hire vehicle -

  • reported it to Humberside Police
  • in an emergency, call 999

For parking offences, where a taxi or private hire vehicles are parked on double yellow lines -

  • report it to our Parking Enforcement at parking.enforcement@hullcc.gov.uk
  • or call 01482 300 300. Causing an obstruction to a property would be a matter for the Police and we would advise you to call 111

Driver not accepting card payments -

  • all Hackney Carriage vehicles must have the facility to accept contactless payments.  Should anyone experience any issues with paying by this method, including where a Hackney Carriage driver advises you they only accept cash payments, or are displaying a ‘cash only’ sign on or in the vehicle, email Hull City Council Licensing Section at taxi@hullcc.gov.uk quoting the taxi plate number and drivers badge number

It may be necessary and is considered reasonable for the driver to take the customer to the nearest working ATM. This might happen at the beginning, during, or at the end of the journey. This can be to fulfil the booking or hire and for the customer to make payment of the fare in cash.

Hackney Carriage fares and charges are set by us. It is mandatory for hackney carriages to use a meter when a journey starts and ends within the Hull boundary. The drivers cannot charge more than the meter indicates at the journey's destination.

The meter should not be started until the journey commences. It must be charged in accordance with fares set by us. This meter works on both distance and time. If there is slow-moving traffic, the price may be higher than if the traffic is light.

If the journey is going outside of the Hull boundary, into the East Riding or beyond, then the driver can refuse to take a customer. Alternatively, they can agree upon a price with the customer. This amount has to be agreed before the journey commences. In this instance only, it is not then mandatory for the driver to use the meter.

Private hire fares and charges are not set by us. This would be a civil matter between the operator and hirer. In most cases, a private hire operator will have a table of fares or would provide a rough estimated cost, if asked. They may vary where drivers are prevented from taking the most direct, safest, or quickest route to the destination due to circumstances out of the driver's or the operator's control.
